Serving Oak Creek

Ground, tested and coated epoxy floors for Oak Creek garages, shops and lakefront slabs built without basements.

Racine Epoxy Flooring has spent more than 20 years putting epoxy-flooring systems down on garage, shop and commercial slabs, and our work in Oak Creek starts with the concrete rather than the color chart. Every slab we coat is opened mechanically with a diamond grinder or shot blaster, never acid etched, so the primer bites into clean, profiled concrete. The written proposal then names the product, the system build and the finished thickness, so you can check what went down against what was quoted.

Before a price goes on paper we look at the cracks, the joints and whatever old coating is still hanging on, and we say plainly when a slab needs repair or replacement first. Moisture testing sits in the scope as its own priced line, because a blistered floor is a poor time to start asking what the concrete was holding. Warranty exclusions are read aloud before anything is signed, with moisture at the top of the list.

In Oak Creek, the question that shapes a job is often where the slab sits and what lies beneath it. Some newer development here was planned so that the slab is the lowest floor a building will ever have, and that changes which kinds of floor work are routine and which need a conversation first. The sections below walk through those floors, the garages and parking built above grade, and the detached homes that make up most of the city.

A Lakefront Neighborhood Where the Slab Is the Only Floor

A coated parking floor built above ground in an Oak Creek residential building

Built on a cap, not over a basement

Lakeshore Commons, the neighborhood growing west and south of Lake Vista Park on the Lake Michigan shore, sits on land that dye makers used for decades, first Newport Chemical and later DuPont. When the site was readied for housing, about 350,000 cubic yards of clean soil were brought in to form a cap roughly two feet thick over the old industrial ground. The plan published for the project was direct: the buildings would not have basements, and parking would be above ground.

That design decision is the starting point for any floor conversation there. Every floor in those apartments, townhomes and houses is a slab resting on or above the cap, so there is no basement level to finish, no below-grade storage room to coat and no lower parking deck to seal. When an owner asks us about a durable floor in that neighborhood, the slab in front of us is the whole story.

What that means for a coating plan

A slab poured over imported fill behaves like any other slab for coating purposes: it can carry moisture, it can crack along control joints and it needs a profile before anything will bond. We still run the same moisture checks we would run anywhere, starting with an ASTM D4263 plastic sheet test and moving to ASTM F2170 relative humidity probes when the numbers matter. A newer building does not get a pass on testing just because it looks dry.

What we do not do is describe a floor coating as part of the ground cap or as protection from anything beneath it. The cap is soil, or pavement where city materials allow it to stand in for soil, while a garage or storage room coating is a wear surface and nothing more. Keeping those two ideas separate is part of quoting honestly on land with this kind of industrial history.

Lake Vista Park and the new streets

Lake Vista Park, about 30 acres of paved paths and shelters, anchors the neighborhood, and the streets around it are new enough that some addresses still do not resolve on standard mapping tools. When we schedule a site visit there, we confirm the building and unit with the owner or manager directly rather than trusting a pin on a map. It is a small step that keeps a crew from losing a morning hunting for the right door.

Surface Prep That Stays in the Slab, and Work That Does Not

Grinding and coating are shallow work

Diamond grinding removes the weak top layer of concrete and opens a surface profile, typically around ICRI CSP 2 to 3 for a thin-film system and coarser for a thicker broadcast build. Shot blasting does similar work faster on large open floors. Either way, the tooling stays in the top fraction of an inch, and the dust and slurry are collected on site rather than washed toward a street drain or the lake.

From there the system goes down in layers: a primer, a body coat of 100% solids epoxy, often a vinyl flake or quartz aggregate broadcast, and a polyaspartic or polyurea topcoat. None of those steps reaches below the slab. That is why ordinary grinding and coating on a Lakeshore Commons garage floor or ground-level storage room is a routine floor job rather than an environmental one.

Drains, trenches and footings are a different question

Some requests go further than a coating. A new floor drain, a trench drain across a garage, a core drilled for plumbing or a footing for a vehicle lift all cut through the slab and may disturb what lies under it. City materials on the lakefront say approval from the Wisconsin DNR is required before the cap is disturbed, and that soil disturbance on the redeveloped land must be supervised by a qualified environmental professional.

So when a scope includes anything below the top of the slab, we stop and hand that piece back to the owner, the property manager and the DNR before our crew touches it. We will price and schedule the coating once that answer is settled. We are a floor crew, not an environmental contractor, and we would rather say so up front than guess.

Cracks and joints we can fix in place

Most slab defects can be handled without going any deeper. Hairline shrinkage cracks are ground open and filled, and control joints in garages and ground-floor storage areas get a semirigid joint filler before the coating goes over them, so tire and cart edges do not chip the line. If a crack shows movement or a section has settled, we say so in the quote and explain what repair it needs first.

Garages, Parking and Commercial Floors Above Grade

Above-ground parking and attached garages

Because parking at Lakeshore Commons was built above ground, those garage slabs take the same punishment any Wisconsin garage does: tires carrying road salt and calcium chloride brine all winter, then hot tires all summer. We build those floors for salt, with a full broadcast and a chemical-resistant topcoat chosen to resist hot tire pickup. A thin roll-on garage paint will not survive one winter of brine dripping off a car.

Wisconsin’s dwelling code does not require a vapor retarder under an unconditioned attached garage slab, so a garage that looks dry may still be moving moisture upward. That is why we test newer construction exactly as we test older slabs. Curing is timed against slab temperature and the dew point spread at the surface rather than the calendar, and an unheated garage sometimes has to wait for spring.

Shared garages and commercial remodels

Shared garages and common-area floors in multifamily buildings are usually a property manager’s decision, and they come with scheduling limits a single-family garage does not. We plan those jobs in sections or around overnight and weekend windows so residents keep access to their cars. Drive-aisle joints that see heavier traffic get semirigid filler first so the coating edges hold up under constant turning tires.

Commercial remodels anywhere in Oak Creek follow the city’s own process. Non-residential work that needs a building permit goes through City of Oak Creek building inspection, where each department runs its own plan review and a separate State of Wisconsin submission may also be required. We ask the city whether a job needs a permit before we schedule it, because coating a slab and replacing one are different questions.

Food businesses and the Oak Creek Health Department

A restaurant or food business remodel here is licensed by the Oak Creek Health Department, which belongs to the city rather than a regional consortium. Its retail food process runs from an application and a consultation with an environmental health specialist to submitted construction plans and a menu, a plan review letter and a pre-inspection at least two weeks before opening. We plan kitchen floors, coved floor and wall junctures included, so the finish fits that review.

Oak Creek’s Inland Homes and the City Hall District

Detached homes and their garages

Away from the lakefront, most of Oak Creek is a city of detached houses. Detached single-family homes make up 52.8 percent of the housing stock, and 87 percent of owner-occupants live in one. That means most of our Oak Creek calls are about a garage floor, a basement or a workshop slab belonging to a single house, where the owner makes the decision and lives with the result for years.

The housing stock spans several decades. Census figures show more than 3,500 units built in the 1990s and over 2,600 in the 2000s, alongside about 1,500 from the 1950s and nearly 1,700 from the 1960s. Older garage slabs often carry worn paint, oil staining and scaling from years of deicer, while newer ones tend to be smooth and dense and need a proper grind before any primer will hold.

Basements across the rest of the city

Unlike the lakefront neighborhood, many inland Oak Creek homes do have basements, and a basement slab brings its own moisture questions. We test with ASTM F1869 calcium chloride kits or in-situ probes, look for efflorescence and signs of past seepage, and use a moisture-mitigation primer where the readings call for one. We do not sell a coating as a fix for water rising through a slab or as radon reduction.

Every home job, garage or basement, starts with a written contract before any deposit is taken, as Wisconsin’s home improvement practices rule requires. The contract lists the products, the system build and any warranty terms in writing. That way the floor that goes down can be checked line by line against the one we described at the kitchen table.

City Hall and plan review at Drexel Town Square

Oak Creek’s City Hall and Public Library sit at Drexel Town Square, 8040 S. 6th Street, and the building inspection and Health Department offices work from that address. For houses under the Wisconsin Uniform Dwelling Code, a coating on an existing slab rarely touches anything the city reviews, but a new slab, a structural repair or a commercial build-out might. We check before the job goes on the calendar rather than after it.

When you call about an Oak Creek floor, expect a few questions before a price: where the slab sits, what is under it, whether anything needs to cut through it and how the space is used. Those answers decide whether the job is a straightforward grind and coat or one that needs another signature first. Either way, you will know which before we schedule a crew.
